Taco,

mySQL has native regex capabilities:
http://www.mysql.com/doc/en/Regexp.html

I'm pretty sure postGres has as well, but don't quote me on that one.
(As well as half a dozen more i'm not aware of)

MSSQL, and Oracle, don't.
(Oracle can do interesting 'sounds like' comparisons...)

However Oracle has totolly kick butt XML handling capabilities (handle both Xpath and 
XSL 
transformation on the database server).
