Andrew, If this worked as a cfinclude then it will work as a customtag, however you say it falls over on this line
<cf_SelectOffices SelectedOfficeID="3D#SelectedOfficeID#"> If it falls over on this line then it clearly is not in the current template directory, if it is then the variable SelectedOfficeID is not defined, if it is then the tagname is misspelled. However if you had this in you custom tag <cfoutput><cfdump var="#attributes#"></cfoutput> and nothing else and called it like this <cf_SelectOffices SelectedOfficeID="3DSelectedOfficeID#" /> It should not error, if it errors then it has to be not in the current template directory. Now I also notice that your email has this:-) cf_SelectOffices SelectedOfficeID=3D"#SelectedOfficeID#"> Notice that you have 3D outside the quotation's, either remove these or place them inside.
