It turns out the problem is trying to relay to external mail addresses.
When it's only internal moving them back into the spool directory with
the updated server name works fine.

I've asked our provider to investigate, and to make sure our CF server
has relay right on the mail server.

Yep the mail server name is definitely in the spool files.

I got around this once by putting an entry in the HOSTS file of the CF
server pointing the domain name of the old SMTP server to a new mail
server. Do you have access to the HOSTS file on any of the servers you
are using?
