Just a stupid question, but I'll ask anyway - did you check if the services
are actually started?

The CF server is on the same machine as the apache server, so I reckon there
are no ports blocked, unless you are running Zone Alarm or something?

What about this one, did you change anything there?
-host restriction in security.properties blocking communication with server
