I'm sure you could. Eclipse is open to any sort of functional development.
I'd suggest you looking into how plug-ins for Eclipse are developed and
probably contact the developers of the cf plug-in and see how you can work
with them to develop this functionality.

You might want to use http://cfdocs.org/ as a gateway of sorts. I've seem
bookmarklets that just pass a text sting through to this site and it
redirects you into livedocs over at MM.

For example try this URL http://cfdocs.org/cflogin.
