You can extract the snippets zip to any directory of your choosing.

Once you've done that, right-click on the root for your project, choose
properties>cfeclipse and browse to the place where you extracted the
snippets.

You can also use Dreamweaver snippets if you have them installed. Normally
they're at: Program Files\Macromedia\Dreamweaver MX\configuration\snippets
