That's what I thought but what about p3p and blocked cookie settings?

That's correct Andrew,

If I 'turn off cookies' in my browser, deny a cookie when it pops up or
whatever (implimentation varies from browser to browser), or it's blocked by
3rd party software like a firewall, it will not be set. full stop.
