mate, it comes down to commitment, time, organisation. more of bums on seats, more of people willing to put their hand up to help, etc. I see it at my kids schools with parent support groups - the same few good natured souls carrying the can for many. Ever heard of Fred Hollows? He had an amazing knack to get things happening - cutting thru the BS - but he was just one guy. 9 times out of 10 all it took to get programs going in Eretria or Redfern was people willing to get off their backsides.
