Are you using windows authentication mode in SQL Server and odbc socket 
connections in CF Admin?

I found it better to use SQL Server Authentication mode with an SA account and 
use the SQL server database connector in the CF Administrator. I'm not sure if 
this will help but it might help identify the problem to attempt connecting a 
different way.
