Does your dev box hang off the same firewall/net/switch as the
production machine? And does it have the same rights?

The issue that people had problems with back in my ISP 
days was that FTP has 2 methods of operation. One of them works
much like HTTP but the other uses 2 ports.

In the 2 port method the client establishes a connection to a
server which then opens a connection on another port back in
to the client. If there's a dumb firewall in the way the session
won't work. The client can talk to the server but the server can't
get the data back to the client.

Of course the problem might very well be something totally unrelated...
