Does your dev box hang off the same firewall/net/switch as the production machine? And does it have the same rights? The issue that people had problems with back in my ISP days was that FTP has 2 methods of operation. One of them works much like HTTP but the other uses 2 ports. In the 2 port method the client establishes a connection to a server which then opens a connection on another port back in to the client. If there's a dumb firewall in the way the session won't work. The client can talk to the server but the server can't get the data back to the client.
