Connection verification failed for data source: Test3 []java.sql.SQLException: [Microsoft][SQLServer 2000 Driver for JDBC]Error establishing socket. The root cause was that: java.sql.SQLException: [Microsoft][SQLServer 2000 Driver for JDBC]Error establishing socket.
Well you've eliminated the driver at least. Go with the accounts/permissions lead - good luck!
