I think he meant to say "a ColdFusion Enterprise license is required to deploy the package". So if you sell your product to Company A, B, and C, they will each require to pay a ColdFusion license fee (which can be included in the cost of the product for instance). I don't think he talking about a physical copy of CF on the machine.
