Off the wall, why are you targeting gov? When I was doing sales in Vic, it was difficult to break into Gov, as there was a lot of standardizing going on, with multiple gov systems going to a single Content Management System to reduce costs. Not the best work, as Gov tenders typically went to a favorite developer on an approved list and they beat you up over price worse than the commercial sector.
