Somewhat true, but having been in the business for more than 10 years I know what is involved, I know how I want it done, I know how it is done, I know what I can provide to make things go smoother and make them cheaper.
And I got a budget to work with, if that can't be met than tuff luck and the business will have to put up with a Taco Design... Not my call...
