Thanks to everyone for your tips and ideas. The spec is very vague (sp?). All I've been told is that there are likely to be .doc, .pdf, .jpg and (maybe) .tiff files. I'm expecting to have to try and convert whatever is uploaded - <cftry> <cftryagain>! - and go from there.
I think the two step method of conversion of uploaded files to pdf and then stitching the resulting files together into a single pdf is going to be the method I'm going to try. There are a number of tools out there (java and com) that will do one or the other. Unfortunately most of them have $s attached, which is fine, but the budget isn't going to run to ActivePDF. Doing a file by file conversion will help identify files that can't be converted anyway. I'll let you know the fiinal configuration in case anyone is interested...
