There's a couple of options that you probably have available.
The first is Query Analyzer - not super friendly, but at least it's not a modal window. Start your proc in EM, and then copy and paste into QA and continue...
The second option is - wait for it - MS Access 2000 or higher. You can use Access as a front end to an SQL database, and use the normal Access query-making tools to make your procs. Instead of creating an MDB, create an Access Data Project (ADP) and point it to you SQL server. The interface changes a little but its still pretty good. You can use the QBE window to prepare you proc, and then jump into the generated SQL to tweak it.
One thing that can happen if you create a table from within the ADP is that table ownership is granted to the user you are connecting as, rather than to dbo, even if the user is a dbo. You can fix this pretty quickly in EM tho.
