I would have to say the proposal is a part of the analysis phase and as such should be seen as potentially wasted effort/lost income. If the project is accepted, your total should include an amount that offsets the time spent on gathering requirements. As the proposal may not always be accepted, you will not always get anything in return for it.


If it is a big enough project, it could come under project management and administration costs. If the project isn't big enough, there shouldn't be too much time wasted determining requirements anyway. In the end, if the project is profitable without charging for the time spent I would just absorb the cost in good faith. Just remember there is more than one way to skin a cat.
