I think it depends a lot on the product and the team--each product team might be a little different. There's one beta I'm on right now that seems to be missing a lot of very well known names so I don't know why the 300+ people on the beta got picked over others. I know that they want a variety of people with different experiences and that international beta testers have a big advantage relative to others.
For RedSky, it's practically an open beta--they want to have as many people as possible test it to ensure it's as stable as possible. BTW, I've applied for DW beta a few times too and never got it. Guess Team MM doesn't mean anything to the DW team. Oh well. I have applied since the DW3 for DW, and no reasons other than a thank you. I have been using the DW since the DW2 student version and still they have yet to Allow me to test and share. I hope that this new (test and share) team are able to break it before the release, that way it can be improved even more.
