Samuel, Agreed, the point is nTier concept of layered development. When you start crossing layers, you minimize code reuse and that is not good. When you make an exception to the rule of mixing layers... you tend to make another... and it doesn't matter until it is an issue... and then the issue is all over the place. (That's my take.)
