One other issue is that the versionof OS400 you are running is a few years behind (the current is V5R2). IBM doesn't even support V4R4 anymore, and is on the verge of stopping support for V4R5, which we're in the middle of upgrading from. That said, I've noticed that in most cases JTOpen is much faster, and definitely more stable than Client Access. Also, Client Access has other shortcomings such as the inability to support multi-threading.
As Joe suggests, it might be a config issue that you haven't carried over.
