I realize this wasn't in the "mainstream" CF content spaces, but tip # 7 in
my CFC article for oreilly.com outlines how the output attribute (all three
states) works in both the cfcomponent and cffunction tags:

Again, I have talked with a lot of CFers since I found out about this
and Barney has to be the first person that knew this was the case. To
make matters worse, the output attribute doesn't just apply to a
function body, it also applies to a component body.
