Scoping only matters in one of two situations:

1) you're going to test for the existance of the variable outside the
function.
2) you have a variable of the same name outside the function that musn't get
overwritten.

Neither of these are the case (I hope), so it doesn't matter if that
variable gets set.  Same thing for the CFHTTP, CFFTP and CFFILE variables.
