I'm just not a fan of having to call a java method every time I want to
format a date.  The CF locales cover the Lion's share - I'm sure the rest
will be included in a future update.

The java.util.ResourceBundle object is great, but again, more java code - I
was going with the straight CF ideal in mind, trying to eliminate any java
workarounds.  I'm sure you could roll your own ResourceBundle implementation
in CF though with some minor effort.

the standard approach for this is actually resource bundles, not XML (no
standard exists yet though XLIFF might be one someday). there are several
free tools for managing these around.
