You might want to take a look at 40tude.

It's got so many configuration options that it's entirely possible that it
can do all that I want and the things you mention. I just haven't spent
enough time playing with it to check that out properly.

It also looks like it has a pretty good scripting interface that allows you
to further customize how it works, but again I've not had the time to
investigate properly.
