The 'best' (most pouplar) at the moment is googles Page Rank algorithm. There are loads of people out there researching into this problem. Its a pretty big field of computer science. You might want to get yourself a book on graph thoery - then a CS degree - then a PHD then you might know enough about the topic to come up with a better algorithm. Im fairly sure if theres open source code out there - it aint going to be 'better' than googles. anyways, i really hope you are joking, because you are seriously mis-informed on the topic!
