Part 6: This patch can now be treated totally in isolation and applied or
rejected separately of all the others. If you think a better solution must
be found than having a getCommentHandler method in DiagnosticConsumer, then
leave this patch out. It will not cause regressions to leave it out, and I
will look later at whether another solution presents itself.
