Does the term unique mean unique to that moment in time, or unique as in never duplicated?

What I would like to do is use some sort of unique identifier as a primary key in a table.

I am currently using CFID-CFTOKEN-TimeStamp, but I am wondering if the timestamp is necessary?

I've got some simple questions about CFID and CFTOKEN

Is CFID unique?

Is CFTOKEN unique?

Is CFID & CFTOKEN combined unique?

If I were to use the CFID & CFTOKEN as a primary key in a table, would I
ever run the risk of duplicate entries?
