Absolutely. The only problem will be whether or not the port used for connection is available through the firewall. (Use VPN?) It is possible that the SQL-Server is 'out-in-th-open'. The only thing you will need is the IP/HOST and account info. The DTS package has a user account. The package will need to be created on the server side. The destination server will need to be available to public/network access as well. The package can run on a schedule. It has several reporting options on job status.
It is executed from the Enterprise Manager and can be scheduled. The package can be saved and stored as a file for later use. This could be a handy way to send the package to a remote server / web site where the remote server can execute the file. It will also allow you to add/modify the package without accessing the server directly. If you have access to DTSrun you can run your package at any time. In any case you may need access to the hosts' Enterprise Manager to complete the installation. Another common i/o interface is BCP.
