Good point ... what I'd like to do then is set up something on my PC, work
with it, but then have it transferrable to a website - for the triggers /
stored procedures it's not a must ( but nice to have ). 

It sounds like mysql ( windows ) would be the safest choice?

The answer depends on what sort of work you want to with the database.  MS
Access works reasonably well for straighforward applications where you
don't need stored procedures, triggers, etc.
