Hi Dan - sort of ... I'd like to set up the database and use it at home
first ( to learn how to work with CF / database queries ) then have the
database ported over to the website ( I can either recreate the same table
layout there, or, if possible to have more than one DB on a website, take
the database itself and use it live ...

If that is your plan, why are you bothering to put any database on your pc?
Are you planning to use it as a data server once you transfer your pages to
a website?  Or are you just using it for a developmental database?

Having your developmental database at home is a good idea.  It's gotta be
somewhere.  Just remember to install your production version somewhere
secure.

Good point ... what I'd like to do then is set up something on my PC, work
with it, but then have it transferrable to a website - for the triggers /
stored procedures it's not a must ( but nice to have ).

It sounds like mysql ( windows ) would be the safest choice?
