The tables all over the place may be improper table coding, Netscape 4 is a LOT less forgiving about if you forget to close a TR or a nested TABLE.
If you use topstyle lite, which comes free with CF Studio, it will show you what CSS attributes are implemented by what browser and browser version. I never use anything that is only implemented by IE (because you never know if it's going to be there in the next release of IE anyway) and stick to the CSS Level 2 in order to guarantee cross browser compatibility.
