Have you seen Best Practical's shipwright tool (http://blog.bestpractical.com/2008/02/shipwright-our.html)?
Jesse mentioned it to me in passing. It seems to be targeting the
exact same problem (and given RT's list of dependencies, they have
motive to help address it).
