There are hooks internal to CGI::Application that integrate it somewhat with HTML::Template, so output Jesse has taken into consideration. When I first joined this list I asked about adding hooks for Template Toolkit as well, but the discussion quickly pointed out that it is infeasible to create hooks for all the wildly varying templating mechanisms out there.
I do regularly subclass CGI::Application to include a template object, and I further subclass that for my actual applications. So subclassing something to include output tools isn't unheard of. As to what application of XSL I'm referring to, I don't actually know. As I said, I only just skimmed the first half of the article.
