This has been reported as bug 8139. When you use the end user install it reproduces as Andre reported.

I was about to say that, too!

However, I should also say that users will run into this problem if we're going to ship Chandler without plugins, we'll need to remove (or handle) "backwards" dependencies like this (where the app is depending on a plugin and not vice-versa).

Most definitely, this is work in progress...
