I didn't receive many responses but it seems like people agree on
trimming some of the channels.
Unless I hear otherwise, going forward we will use #chandler, #cosmo
and #osaf-staff. We will keep #osaf-notices but stop using the #osaf
and #osaf-qa channels.

Due to the reduction in staff, it's probably worthwhile revisiting
the irc channels we are currently using to see if there are any
