I have pulled together a proposal for setting up notifications + a
more general "clean-up" of the Settings dialog.

Some things to take note of:
- Travis, I have added a "Get Notifications" button to the top of the
Sidebar-Subscribe/Invite/Download settings.
- The many elements in the sidebar were starting to float...so I
added a grey background to the "logged-in" version of the sidebar.
It's the same grey that is used in the detail view.
- I've gotten rid of the extra white-strip above the grey bar in the
Settings dialog.
- I've updated the copy for "About Chandler Hub". Should probably get
Jared to review it.
A few questions:
- Randy, would it be easy to add the ability to send notification
emails to people who don't have Hub accounts? I think casual
collaborators who receive sharing tickets would find it valuable to
be able to get notifications.
- Randy, I know we talked about simply re-using the user's account-
email address. But I think it might be important to let users choose
their own. I know I never sign up for accounts with email accounts I
actually check regularly.
