Okay, I've changed the mockups accordingly.
- In ticket view, clicking on notifications tells you to go Sign up
for an account.
- In the Notifications Settings dialog, the email address field is a
big box now with instructions to enter multiple addresses using commas.

Ah I think I was confused. So are you asking if we could provide
notifications to users without accounts meaning the notifications
aren't attached to an account at all? I'm not so sure we want to
do that. We should encourage people to sign up to get extra
features like notifications. Plus its more work on the sever end
and complicates things.
Does this add a lot of work on the server end? I think we could
get away with a simple UI where you just separate email addresses
with commas.
No its not that much more work on the server end. The work is in
sending the email once...repeating for a number of addresses adds a
trivial amount of work.
