*JOB DESCRIPTION:*

We are seeking a highly qualified individual responsible for facilitating
and working with the State's Health and Human Services Cabinet project team
and Consultants on supporting the development of business intelligence
requirements, logical data models, functional and non-functional
(technical, implementation and performance) requirements  and organization
design.    They will be providing  facilitation and work collaboratively
with business unit policy, program and service delivery process owners and
subject matter expert's through-out the project's life cycle. The role
focuses primarily on business requirements, workflows, requirements and
leveraging technology to enable and redesign  business processes and
practices to improve the coordination of the State's health and human
services operations and access, quality, outcome and cost of services

Scope of Activities:

*             Conducts multi-organizational, multi-disciplinary teams to
determine, articulate, & codify business intelligence business
requirements; models/designs and assist with BI support and project team,
to enhance the Ohio Business Intelligence systems.

*             Designs test procedures & tests system for validity &
reliability; ensures logical & systematic conversion of HHS requirements
into total systems solutions that acknowledge scope, schedule & cost
constraints; provides data analysis, data architecture & design assistance
to functional/systems analysts, application developers & users.

*             Creates logical data models & data dictionaries; writes
system requirements, general & detailed design documents; participates in
management short & long-term planning & assists in agency-wide policy &
program development as impacts automated systems.

*             Performs Training for reporting Users across agencies

Skills and Credentials:

*             Understand program, policy, practice  and business
operational functions within state and local government  health and human
services

*             Minimum 5 years of experience with Medicaid

*             Knowledgeable in all aspects of designing and constructing
business intelligence business requirements,

*             Proven ability to "translate" technical practices and
terminology to business owners and stakeholders and to "translate" business
requirements to technical teams

*             Comprehensive knowledge of facilitation and organization
change management

*             Ability to establish and maintain a high level of customer
trust and confidence especially with HHS stakeholders.

*             Strong analytical and conceptual skills; ability to create
original concepts and theories for a variety of projects.

*             Bachelor's degree in business, information systems or related
discipline, or equivalent and extensive related project experience; M.B.A.
or MPA preferred.

*             Five to seven years of experience in IT, with a minimum of
two years in business process analysis.

The Technical Specialist is a senior level resource with specialized
knowledge and experience in a specific technology . The Technical
Specialist has an overall knowledge and understanding of application
development and architecture that serves as a strong base for technical
expertise in a specific product or program.

TS4

More than 10 years of experience.

4 year college degree or equivalent technical study.

All roles specified in TS3 plus the following:

Proven experience with a technical specialty across large and complex
implementations and systems.
