Hi Russel,

Several months ago we started an open source project
(https://bitbucket.org/ngmschapel/hu.ngms.chapel) to implement a
full-featured Eclipse-based IDE for Chapel. The project is in an early
phase, but improving as my time allows.
I also appreciate any help for implementing the syntax or other features.
