What about hosting a git repository somewhere?
If the repo is public, github is free for unlimited users.
Bitbucket is free for 5 users, but if public, we could just find 5
volunteers for syncing patches upstream.

One thing to take a good look at is the terms of usage of the data,
and programs written for this contest ... Can they be public? What
about people stealing solutions? Do programs need to be kept private
(as in belonging to whoever is giving the price)? etc etc.
