Ok... I think I see what you might be trying to say. But, for example, there used to be a FINRA Rule 5210. I can't find a current representation of its text, but the summary seems to be that it limited layering of quotes. Or, for example, there's https://www.law.cornell.edu/cfr/text/17/242.201 which places some structural limitations on order valuation. And I imagine I'd find more, if I spent more time on this.
