That's 300 kbps up?  And did you set "bandwidthLimit" or
"outputBandwidthLimit" or "averageOutputBandwidthLimit" or what?  For
anyone, what are the units of this setting again?  Bits?

Not really.  I'd say it wasn't very useful.  And besides, the author
has gone on to bigger and better things, in service of anonymous
networking.
