Microsoft did some very strange things with IE, such
that it's not an application -- it's a part of the underlying
OS.

(And they've done related things with content type text/plain.)

I'm sure they felt they had good reasons for this, at the time.
But, now that they''ve got however many systems out there
that act this way they have to continue doing it or many existing
applications would break.  And, compatability with existing
applications is the big draw of Windows.

In other words: you're right.
