Actually, you should have not said "only".  Even if we only
consider phrases, you still can have noun, verb and adverb
phrases in tacit expressions.

That would depend on what kind of idea you are trying to convey.

If you want tacit to be explicit, except with x and y spelled with
[ and ], then I would just say "[" means "x" and "]" means "y".

If you want something else, I think you need to refine your
ideas -- perhaps using some trial and error -- until you have
a consistent framework of ideas.  A good set of example
might help here?  I wish I could make better suggestions but
currently I think you have conflicting requirements and
until you become aware of the conflicts inherent in your
requirements I do not know how I can understand or
help you.
