The story is about 10-15 year only technologies, which shows
that the author is long out of reach. It also shows that he
calls "coding techniques" the thing which are more design
frameworks. It true that some of them are somewhat complicated,
but the problem is how they are introduced in development
process. There is a breach between the high-level design and
intentions of a framework and the realities of implementations.
Some APIs are not well prepared for regular developers, but they
may be very efficient for high-level developers under tight schedule.
The problem is that designers may not consider these factors and
put together multiple buzz technologies hoping that they would
work together (at times the more the better) without considering
the maintainability and how it is going to be handled by the "ducktapers".

So it more about overdesign and bloated technology abuse, as opposed to
justified use of certain tools for adequate tasks. I could not think
of APL/J as bloated or technology overload by itself. But in the hands
of a carried away architect it may be applied in an ugly way.

Conversely one may take a simplest technology like C and make
an unwieldy concoction of frameworks hard to maintain and deliver
with it.
