I have been trying to make sense of this declaration..

That is not unusual, I suppose -- I often have trouble making
sense of declarations.  But this one, in particular, seems
discordant.

Currently, we have jhp, and we have browser-like behavior built
into J (for example, J's package manager).

So for J to be "just now getting into the browser world" the
intent of the statement must be aimed at browser extensions,
such as adobe's products?

However, Flash is a professionally developed product with
a huge budget behind it, and it is a security nightmare,
and is thus responsible for a bulk of the viruses, trojans,
spam and on-line banking fraud that infest windows
machines today.

Anyways, there is nothing necessarily wrong, here, but still
this statement struck me in an odd way.
