I've picked up the impression that the Android world is all Java or 
dynamic languages because Android OS is intended to support multiple 
chips - multiple instructions sets.  To run locally the J engine (which 
I presume is written in C or C++) would have to be ported to each and 
every processor in the Android market and some distribution method 
created that would load the correct ported binary.
