there are some legal aspects of the release process which need QA before be
fully compliant with the ASF legal policies.
Specifically:
- Publish a list of dependencies with their applicable license. Especially
required for "category b" type of deps
(http://www.apache.org/legal/resolved.html#category-b) , like JAX-WS RI,
mimepull and saaj
- add LICENSE and NOTICE also in WARs (and not only in JARs)
