As discussed on chemistry-dev@, it's not a good idea to include the
list of dependencies in the NOTICE file, so the attached patch
(chemistry-jar-resource-bundle.patch) removes the custom NOTICE.vm
file from the chemistry-jar-resources bundle.
Also, the LICENSE file would contain all relevant licensing
information or at least pointers to where that information can be
found. To do that without having to include src/main/appended-
resources/META-INF/LICENSE files all over the codebase, I've added
an extended LICENSE.vm file to the resource jar bundle. The file
adds the following suffix after the standard ALv2 text:
EXTERNAL DEPENDENCIES
This softare depends on libraries with separate copyright notices
and
license terms. Your use of these dependencies is subject to the
licenses
referred to in the separate DEPENDENCIES file.

there are some legal aspects of the release process which need QA
before be fully compliant with the ASF legal policies.
Specifically:
- Publish a list of dependencies with their applicable license.
Especially required for "category b" type of deps (http://www.apache.org/legal/resolved.html#category-b
) , like JAX-WS RI, mimepull and saaj
- add LICENSE and NOTICE also in WARs (and not only in JARs)
- cleanup SVN EOL
- add missing license headers
