I can also appreciate just wanting to find a plug-in that does what you want whether it be bug tracking or a web server. ;-)

from looking at http://www.davidsj.com/webhashcash/installation.php it looks really trivial to put stamping in place but on the other hand, I do freely admit I live in this world and when you live in a world, many hard things appear trivial.


  So far, we've been using Trac, and it has been working smoothly, but
  if it is not able to provide even a basic spam protection (nor a
  comment deletion feature) I think the only choice left is to move on
  to another bug tracking system. :-(


unfortunately, you will have a similar problem if they don't have the right protections in place. The situation definitely sucks and I will talk to the people I'm giving proof of work presentation to about funding a project for this kind of problem.
